There is only one rule, and it is a simple one:

If your website or blog promotes Paid To programs, you can post it.
If it is a PTC itself, or non related PTC stuff you cannot post.

posting a referral link doesn't make the website yours.
look at the other posts and see if you understand the difference between what you are doing and what's allowed.
